Every taxpayer in the district will receive a sample ballot mailed to their address. By law, the ballot must notate the per pupil amount of the levy being voted on. The per pupil amount is not the individual tax impact for each household.
Question #1 must pass for Question #2 to pass.
Question #1

Question #1 will request $866 per pupil with a specific Yes or No question as to whether the increase in the revenue proposed by the Board can be approved.
$866 per pupil generates $7,537,951 in annual operating revenue.
Question #1 eliminates projected structural budget deficits (FY24, FY25, and FY26) along with restoration of some of the budget cuts that includes classroom teachers, counselors and services closest to student learning.
Restoration of some of the $5.4 million in budget cuts would include:
- Class size targets (same as 20-21 school year) $2,533,100 (34.7 teachers)
- 5th grade band-- 1.25 FTE $91,250
- 2.0 FTE EL teachers $146,000
- 2.5 FTE High Potential Teachers $182,500
- High School: 2.0 FTE Counselors $146,000
- Middle Schools: 2.0 FTE Intervention Paraprofessionals $66,000
- West: Security/Greeter position $20,000
- Elementary Schools: 3.0 FTE Intervention Teachers $201,000
- ACT student fee payments $25,000
- College in the Schools/Concurrent Enrollment Courses $40,000
TOTAL $3,450,850
NOTE: $1,949,150 of the $5.4 million in cuts remain permanent budget cuts
Question #2

Question #2 will request an additional $400 per pupil with a specific Yes or No question as to whether the increase in the revenue proposed by the Board can be approved.
$400 per pupil generates $3,481,655 in annual operating revenue.
Funds from Question #2 would be used to:
- Improve compensation of teachers and support staff moving towards mid-range of comparable districts
- ESTIMATED COST: At least 60% of Question 2 revenue (Minimum = $2,088,993)
- Further reduce class size targets to reach metro average (ECSU)
- ESTIMATED COST: $540,000
- Provide more fine arts and activities offerings
- ESTIMATED COST: $200,000
- Shorten walking distances from 2 miles to 1.5 miles (provide transportation services to this area) for grades 9-12
- ESTIMATED COST: $360,000
- Improve compensation of teachers and support staff moving towards mid-range of comparable districts

The above graphic showcases how the average priced Shakopee homeowner on question #1 would see a $409 a year school district tax increase, or $34.08 per month, which would generate $866 per pupil in additional funding. Additionally, question #2 requests an additional $400 per pupil which would result in an additional school district tax increase of $189 per year or $15.75 per month on an average priced home.
